De Engelse minister van Binnenlandse Zaken (Home Office<\/em>) heeft\u00a0aangekondigd\u00a0een pilot\u00a0te starten waarin gemeentebesturen\u00a0en politie gedwongen zijn om overlast (anti-social behaviour<\/em>) aan te pakken, indien de\u00a0in eerdere plannen<\/a>\u00a0voorgestelde community trigger <\/em>overgaat. Dit betekent dat\u00a0er handhavend moet worden\u00a0opgetreden\u00a0indien vijf verschillende mensen\u00a0klagen\u00a0over\u00a0overlast.<\/p>\n

Nederlandse\u00a0burgers\u00a0proberen overheden ook soms te dwingen tot\u00a0het aanpakken van overlast. Zij beroepen zich\u00a0dan\u00a0(tot nu toe\u00a0zonder succes<\/a>) op het recht op respect voor het priveleven uit art. 8 EVRM<\/a>. Een effectievere\u00a0manier zou zijn\u00a0overheden\u00a0te\u00a0wijzen op de beginselplicht tot handhaving<\/a>\u00a0[pdf].<\/p>\n

Het\u00a0Engelse idee om\u00a0slachtoffers van overlast een soort \u2018recht op aanpak van\u00a0overlast\u2019 te geven, verdient\u00a0nadere\u00a0overdenking. Er zitten goede en slechte kanten aan.\u00a0Buren kunnen\u00a0elkaar\u00a0pesten door voortdurend over elkaar te klagen.\u00a0Het gemeentebestuur en de politie zou dan\u00a0steeds\u00a0(onderzoekend)\u00a0 maar weer moeten optreden bij\u00a0slepende burenruzies.\u00a0Vijf klachten\u00a0lijkt niet\u00a0veel.<\/p>\n

Local crime includes, of course, anti-social behaviour.<\/p>\n

But we know in the past the authorities have not always heard cries for help from vulnerable victims.<\/p>\n

So we have been working with eight police forces and their local partners to test new ways of handling calls from the public about anti-social behaviour. The aim was to quickly identify the vulnerable and those who reported incidents repeatedly, and to prioritise their cases.<\/p>\n

The eight forces have reported encouraging initial results from the trials \u2013 including better working relationships with other agencies, an improved service to the victim and the start of a shift in culture, with call handlers responding to the needs of the victim, rather than just ticking boxes.<\/p>\n

Most importantly, forces have been able to identify high-risk individuals \u2013 often people experiencing the most horrendous abuse – who might otherwise have slipped through the net. And they have taken action to make that abuse stop.<\/p>\n

So we will now work with police forces nationwide to share the lessons of the trials so that every community can benefit.<\/p>\n

It’s too easy to overlook the harm that persistent anti-social behaviour causes. Many police forces, councils and housing providers are working hard, but I still hear horror stories of victims reporting the same problem over and over again, and getting no response.<\/p>\n

Just last week I met a woman who had been telling the police about anti-social behaviour in her area for over two years \u2013 and it’s still going on.<\/p>\n

These long-running problems – and the sense of helplessness that goes with them – can destroy a victim’s quality of life and shatter a community’s trust in the police.<\/p>\n

That’s why we proposed a ‘community trigger’ as part of our reforms to anti-social behaviour laws. The trigger will give victims and communities the right to demand that agencies who had ignored a problem must take action.<\/p>\n

So we are now working with a number of local authorities to test the community trigger on the ground and pilots will begin by the summer.<\/p><\/blockquote>\n
