Meerderheid van opgelegde ASBO’s niet nageleefd

In het Verenigd Koninkrijk is  de Anti-Social Behaviour Order (ASBO) een veel gebruikt middel tegen overlast. Uit nieuw cijfermateriaal blijkt dat veel ASBO’s niet worden nageleefd.Inside Housing meldt:

“Almost three quarters of anti-social behaviour orders issued to young teenagers are being breached, government statistics show.
Figures from the Home Office show 73 per cent of ASBOs issued to 12- to 14-year-olds were breached in 2009, with a 65 per cent breach rate among 15- to 17-year-olds. More than half of all ASBOs issued were breached.
The use of the orders has continued to decline: there were 1,600 issued in 2009, down from 4,100 at the peak in 2005.
Of the 698 ASBOs that were applied for, rather than issued after a conviction for a criminal event, 443 were made by councils. A further 11 were made by housing action trusts.
Home secretary Theresa May announced her intention to reform how anti-social behaviour is dealt with last July.
Between 1999 and 2009, 18,670 ASBOs were issued, with 15,900 issued to teenage boys and adult men. The average breach rate is 56 per cent, with 41 per cent breached more than once.
A Home Office spokesperson said: ‘As the home secretary has said, the current tools and powers for dealing with anti-social behaviour are too bureaucratic and don’t work effectively.’”
